Being a Trainer in Uganda...

I give two training per day. One in the morning and one in the afternoon. It is all about the use of the database which we implemented at the central bank. I am supposed to tell the staff members everthing they need to know "to gain full ownership" of the system. This is supposed to be the most important of all in the development business. However, how shall it work, when (almost) nobody shows up?

The training schedule has been know to all participants for days. I send daily reminders etc. Maybe I should go through the ranks and ask management to enforce higher participation rates. But would this be conducive to ownership generation? I doubt it and will call it a day by 17:00h today.
