If it would pass as envisaged the traditional men's role would change and e.g. domestic rape would become a criminal offence and having more than one wife would only be allowed for Muslims (under certain conditions). So, why should any man in Parliament be interested in passing the law so close before the elections?

THE Domestic Relations Bill (DRB) may not be passed as a law, following complaints and resistance it has faced from the public, President Yoweri Museveni has said.
Museveni said the Bill was not urgently needed and could be halted to allow consultations from both the public and the government. He said halting it would calm Muslims and other men who feel that it had marginalised them.
βIt has raised a lot of public outcry and it is something which is not urgently needed. I am going to talk to Cabinet and the concerned committee and see if it can be put aside for the time being, and it will be brought back after some consultations,β he said.
He was on Tuesday addressing Hoima district local leaders in the town.
The leaders expressed discomfort over the proposal of one man one wife, saying it would not favour the many women who would remain unmarried because of the unequal ratio of men to women.
There are about 500,000 women more than men.
